A ceiling is measured for sky conditions that are either broken or overcast. Clear skies, few clouds, or scattered clouds are not considered a ceiling and therefore no data point is plotted on this graph for that time period. If a point is plotted on this graph, it shows the lowest ceiling observed at that time.
Note: AGL stands for Above Ground Level, so this measurement is from the ground to the cloud ceiling (bottom of the clouds.)
